Vivian J. Starr 67, of New Cumberland WV died Monday April 4, 2011 at her home. She was born August 1, 1943 in Washington PA, a daughter of the late Elmer and Patsy Liggett Starr. Vivian is survived by a brother Robert Starr of Tiltonsville, two sisters Patty Sinclair of FL, and Linda (Ron) Kuri of St. Clairsville and companion/friend Max Palmo. According to Vivian's wishes there will be no visitation and private services will be held at the convenience of the family.
